Changes to the NWHA Rule Book

Section 11 & 12 - DQP information.

This is in the new 2010 rule book. If you are using an older version, print these sections and replace them in your rule book.

2) Shoeing Regulations

After a review of the Rules Committee recommendations, the Board accepted the recommendations adding weight limitations and material requirements for the lite shod division for 2010. The new rules state:

Section 8.3B.2
The lite shoe must not exceed 1 lb. 8 ounces in weight.

Section 8.3.F
No shoe can be made from any material heavier than conventional carbon steel.

Section 10.6.D
In any division, a shoe thrown in the ring must be presented immediately to the judge for inspection. Only a judge or ringmaster is allowed to retrieve and handle a thrown shoe. If a violation is found, the horse is disqualified and a ticket written by the DQP, who should retain the shoe and turn it over to the NWHA.

Section 12.3

1) Rules for Keg Shod Classes
  • Beginning with the 2010 show season, new keg shoe requirements will be in effect for all keg shod classes. The rules are as follows:

Section 8.3 Shoeing Rules and Regulations
Current Rule: Currently there is no rule that describes the keg shoe requirements.

Proposed Rule: Add section 8.3.C. (shift subsequent rules down one alpha character). Keg Shoe: The keg shoe must be a factory made, stamped steel shoe. Only flat or heeled keg shoe options are allowed. Keg shoes manufactured with grabs, clips or weighted toes are prohibited. Only clips drawn from the shoe itself are permitted. No additional material can be added or removed from the keg shoe. The keg shoe must not exceed 3/4” in width or 3/8” in thickness with the exception of the heel.

The keg shoe shall not extend past the toe and shall not extend  beyond the bulb of the horse’s heel. Keg shoes shall be allowed in all divisions.

2010 Show Card
  1. Beginning with the 2010 show season, the current amateur card system will be modified to encompass all exhibitors showing at NWHA affiliated shows in classes covered by NWHA rules and included in the current High Point Program (Country Pleasure Excluded). The current Amateur cards will be replaced with Membership cards with the member# and a letter which specifies the member’s status as either Y- Youth, A-Amateur, or O-Open Exhibitor. Associate memberships will not have a designation as they do not offer show benefits.
     

  2. For those who do not desire to purchase a membership, we will offer 2 options. They may choose to buy a Temporary Show Card for $15 which covers the exhibitor for any and all NWHA events over a 4 day period beginning with the date of purchase, or a Seasonal Show Card for $40 which covers all NWHA affiliated events for the current season . Temporary and Seasonal Card holders must still designate their status as either Youth, Amateur or Open exhibitor, and this information will be maintained in the NWHA office. These cards will be valid options at all shows with the exception of the National which requires exhibitors to have a membership with full privileges to participate.
     

  3. Temporary Show Card applications must be submitted by show management with their post show reports and are to include name, full contact information, and divisional designation. (Current yellow forms are sufficient to this end if the designation is added somewhere on the form).
     

  4.  Auditing procedures should be instituted to ensure that all records submitted by show management contain either a Member#, Seasonal Pass# or Temporary Card with appropriate application information to ensure compliance with these new regulations.
     

  5. The exclusion for Country Pleasure Classes and exhibitors follows the current NWHA Rules and may be revisited at a later time to allow their inclusion into these requirements; except for the National Championship Show, which requires all exhibitors to hold a current, valid, full membership to participate.
     

  6. It is the prerogative of Show Management to decide the eligibility requirements for classes not covered by the NWHA High Point Program nor covered by existing NWHA Rules (IE Other Breed, Open Breed, All Day Pleasure, Open Easy Gaited, and other local offerings)

5.7 Amateur Owned and Trained Classes:

Amateur Owned and Trained Classes are open to horses that are owned by an amateur, trained by an amateur and exhibited by an amateur. The horse cannot be ridden, trained or schooled by a professional trainer for 90 days prior to being shown in an Amateur Owned and Trained Class. Additionally, the rider cannot be coached nor assisted by a professional trainer at a horse show Amendment; If an AOT exhibitor needs assistance holding a horse so they can remove or resaddle their horse during the DQP inspection process, the AOT exhibitor will not be penalized if they are assisted by a non-amateur status exhibitor.
 

Section 12.14 K. If a hearing is requested for a USDA/HPA violation, or other DQP matter, a sum of $2500 is required to begin the hearing process. This sum is payable to NWHA by pre-approved personal check or by bond and must be received prior to any action being taken by NWHA to begin the hearing process. In addition, a letter of intent indicating that the Respondent realizes that they are fully responsible for the entire costs of the hearing should they lose, must be signed and on file in the NWHA Office prior to the beginning of the hearing process. Trainers and Owners are responsible to file hearing requests separately and must pay the $2500 filing fee separately. If the DQP violation is adjudicated in favor of NWHA and against the Respondent then the Respondent shall bear the actual cost of the Hearing. The initial filing fee of $2500 deposited with NWHA shall be applied toward the Hearing costs. If the Violation is unfounded, that is, adjudicated in favor of the Respondent, the entire sum deposited upon filing shall be immediately refunded to the Respondent.

Section 12.18 If the DQP violation is adjudicated in favor of NWHA and against the Respondent then the Respondent shall bear the actual cost of the Hearing. The initial filing fee of $2,500.00 (by pre-approved personal check or bond) deposited with NWHA shall be applied toward the Hearing costs. If the Violation is unfounded, that is, adjudicated in favor of the Respondent, the entire sum deposited upon filing shall be immediately refunded to the Respondent
